
Stephen A. Douglas
Portrait of Stephen A. Douglas in 1887. Stephen Arnold Douglas (April 23, 1813 - June 3, 1861) was an American politician from Illinois. He designed the Kansas-Nebraska Act of 1854, creating the territories of Kansas and Nebraska, as well as effectively repealing the Missouri Compromise of 1820 by allowing white male settlers in those territories to determine by vote whether they would allow slavery in each territory.
